Problem: You’ve installed Windows 7 on your computer and you decide you want to learn Japanese. So you install the Japanese language pack too. But now when you log on to your computer, the logon screen doesn’t display text in Japanese.
Solution: When you install a language pack on Windows 7, you must also configure Windows to display the logon screen for the new language instead of the base (default) language. To do this, open intl.cpl from Control Panel, select the Administrative tab, and click Copy Settings to select Japanese as your logon UI.
