The European Union has published its vision about Cyber Security in a Strategy that proposes what actions based on protecting and promoting citizens’ rights need to be taken. The strategy makes important statements about an Open and Safe Internet. For cyberspace to remain open and free, the same norms, principles and values that the EU upholds offline, should also apply online. Fundamental rights, democracy and the rule of law need to be protected in cyberspace.
