Why does ISA/TMG not cache a web site?

Sometimes ISA Server or TMG administrators may want to cache a website but are unable to do so even though the proper rule has been created and caching is correctly configured. What’s up with that? The answer may lie in the HTTP headers. Check out this post on Suraj Singh’s ISA Server blog from 2010; it’s an oldie but goodie.
