Allow Print Operators to add a printer


You can allow Print Operators to add a printer port by modify the registry
permissions of

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Print\Monitors

On the Security menu, click Permissions. Click Add, and then select
the Print Operators group. Add Print Operators with Full Control, replacing
permissions on existing subkeys.

Stop and then restart the Spooler service in Control Panel / Services or
issue commands
net stop spooler
net start spooler
