If you are into controlling the desktop and want to prevent users from twiddling
with the toolbars, you can use the following registry hacks.
This hack will prevent them from reordering items on the toolbars and even
from repositioning the toolbars. It is safer to use the Disable adjusting desktop toolbars Group Policy at User
Configuration\AdministrativeTemplates\Desktop.

This hack will prevent users from adding or removing desktop toolbars and
