Generally, the Last Known Good is recreated after each successful logon.
Sometimes the new LKG is not really good. Particularly if you are using an image
and you don’t want anyone replacing what you know is a good LKG registry. To
disable the creation of a Last Know Good registry at each boot for Windows NT /
Windows 2000:
Hive: HKEY_LOCAL_MACHINE
Key: SOFTWARE\Microsoft\Windows
NT\CurrentVersion\Winlogon
Name: ReportBootOk
Type: REG_SZ
Value: 0
disable
NT / Windows 2000 keep three versions of the registry controlset.
