The Administrative Tools menu is not displayed on the Start Menu by default in Windows 7. But you can add it to the main Start Menu area and/or under All Programs. This is great for administrators, giving them quick and easy access to the main tools.
To enable the menu: right-click the Start Menu, select Properties, select the Start Menu tab, and click the Customize button. Then scroll down near the bottom and find the System Administrative Tools entry.
