In virtual desktop scenarios, it is important to keep end user perceived performance at a peak level. If a user perceives performance is bad, then complaints will come in. One of the things that can cause an end user to perceive poor performance is poor video quality. This can happen even if other metrics like CPU, RAM, and Disk are performing optimally.
