Does ISA Server support AutoDial, as MSPoxy 2.0 does?

ISA2000 has that feature. In the beta 3 version it isn’t automatic to use. If you need to use autodial you first need to run a VBS script, which is in the \sdk\samples\admin\scripts folder of the ISA CD called Add_DOD.vbs. However you will need to edit it first.
