If I wanted to pass all IP Traffic I would just create a rule called allow all and set it for ports 0-60000 right or is there an easier way?

What you want to do when you get to the “Protocols” page in the wizard is to select “All IP Traffic”, and that’ll do the trick. It will open all outbound protocols.
